Front Steps is a nonprofit organization that oversees the Austin Resource Center for the Homeless (ARCH). As we continue to service our clients here in the Austin community we have openings for a HMIS (Homeless Management Information System) Specialist.

Funding Source: This is a temporary position funded by a City of Austin Homeless Management Information System (HMIS) contract through September 2013.

Position Summary:

Under the general supervision of the Shelter Director the primary duty of the HMIS Specialist is to maintain a presence throughout the shelter, provide support for the HMIS Scan Card pilot program, ensure quality HMIS data and files for each client in the program, and maintain confidentiality with clients. The HMIS Specialists will be responsible for issuing HMIS scan cards 80% of clients. They may also be responsible for entering data into the HMIS on a daily basis, maintaining client files, and adhering to a set standard for data quality.

The HMIS Specialist should be able to work as a team with other shelter staff, both with whom they work directly as well as those who may work on other shifts. As part of a 24/7/365 operation, it is important that each person support and adhere to the Shelter Operations Policies and Procedures and enforce a consistent expectation of all clients.

Duties, Functions, and Responsibilities:

• Build and maintain positive client relations.
• Promotes a welcoming, organized, and safe environment for clients.
• Engage and manage clients using shelter amenities, in a professional and respectful manner.
• Effectively communicate shelter rules and guidelines with clients in a respectful manner.
• Identify homeless clients at the Austin Resource Center for the Homeless (ARCH) to whom case management services can be provided. Utilize knowledge and skills to assess client needs (i.e. housing, education treatment, etc.), and barriers to accessing services.
• Complete intake interviews as needed for all clients, verify records as required, and make appropriate referrals.
• Efficiently collect, verify and enter client data into client tracking system (HMIS), maintaining a complete and accurate record for each client at the ARCH.
• Manage and distribute HMIS scan cards. Maintain required records for replacement cards, as necessary.
• Maintain accurate HMIS files and make recommendations for any needed improvements.
• Maintain an active ServicePoint license to complete data entry requirements.
• Provide resource information to clients seeking shelter services, case management services, co-located agencies or other community social service needs.
• Defuse situations with clients in professional and respectful manner, while maintaining client safety.
• Efficiently collect client data as required for each service at each of the assigned areas.
• Represent the organization in the community in a professional manner.
• Attends all necessary meetings; including monthly All-Staff Meetings, monthly Case Manager Meetings, regular CSS Staff Meetings, etc.
• Perform other duties as assigned.

Minimum Qualifications:

• High school diploma or equivalent
• 1 years data entry and database maintenance
• Proficient in the use of Microsoft Office (Word, Excel, PowerPoint, and Outlook) on a PC platform
• Strong problem solving and critical thinking skills
• Strong and effective decision-making skills
• Adept at performing multiple tasks at once and ability to maintain accuracy
• Ability to present information in a logical manner
• Strong communication skills (verbal and written)
• Strong organizational and time management skills
• Current First Aid and CPR/AED Certifications
• Knowledge of the Front Steps Employee Handbook
• Knowledge of the ARCH Shelter Standard Operating Procedures (SOP)
• Ability to lift a minimum of 50 lbs.

Preferred Knowledge, Skills and Abilities:

• 2 year college degree
• 2 years’ experience with Austin or other Homeless Management Information Systems (HMIS)
• Experience working with the homeless or closely related population, highly preferred
• Experience working with Austin’s social services community partners
• Bilingual (English and Spanish and/or American Sign Language)

ESSENTIAL FUNCTIONS
Under the direction of the United Way 2-1-1 Navigation Center Leadership Team, the Navigation Specialist will:

• Serve as Information and Referral Specialist:
o Answer incoming calls, and assess client needs; provide information, referrals, advocacy and/or collateral calls as appropriate.
o Maintain accurate records of caller needs, demographic data, and referrals
o Provide follow-up to determine the outcome of contact
o During a Disaster Ramp Up scenario additional responsibilities may be assigned and regular work schedule may be altered to ensure staff/volunteer support and coverage.

• Be available as resource along with Management Team for:
o Coaching/Support on difficult and escalated calls
o Respond to staff inquiries and program issues
o Assist in responding to telecom and staffing issues to support maintaining appropriate service levels in the absence of Management Team
o Assist with quality monitoring process and make recommendations for improvement

Work Environment & Other Information:

Work hours are Monday-Friday from 9 a.m. to 6 p.m. Call Center Staff must be available to participate and assist in crisis response activities on weeknights and/or weekends. Must be willing to work overtime as needed.
